Draft Waikato Regional Land Transport Plan 2024–2054

What is the plan about?

The draft 2024 Regional Land Transport Plan (RLTP) has been developed by the Waikato Regional Transport Committee. The plan sets out how we intend to develop the region’s land transport system over the next 30 years. It also identifies proposed regional transport activities for investment (by local and central government) over the next six years.

The plan’s scope includes policy and activities related to our roading maintenance and improvements, public transport services and infrastructure, walking and cycling infrastructure, road safety education and transport planning across the region.

The plan focuses on the region’s key transport problems and priorities over the next three years and explains how the region contributes to national objectives for a land transport system that is effective, efficient, safe and in the public interest.

Accompanying the draft RLTP is the supplementary report, Evidence base for key strategic problems – the case for investment. This report informs and supports the draft Waikato RLTP by providing more detail about the Waikato region’s transport issues, and proving the case for investment in our region. Note that this document does not form part of the draft RLTP and therefore cannot be submitted on in the formal consultation process.

Waikato Regional Transport Committee

The committee comprises elected members from the region’s territorial authorities (city and district councils), Waikato Regional Council, and officials from Waka Kotahi NZ Transport Agency and KiwiRail. The committee is responsible for:

  • preparing the RLTP for approval by the regional council
  • providing the regional council with advice and assistance it may request in relation to transport
  • advocating for transport investment in the region
  • working collaboratively with local government and stakeholders across the region to prioritise and address transport issues
  • undertaking monitoring to assess progress on implementing the RLTP.

What happens with your submission?

The Regional Transport Committee (RTC) will collect and analyse all submissions, and these will be presented to the RTC hearings subcommittee. After the hearings, the RTC will consider all the submissions and amend the RLTP if necessary. All submitters will be notified of the RTC's decision.

Formal consultation on draft RLTP 2024: February – May 2024

2 February 2024 – Draft RLTP released for public consultation

2 February – 4 March 2024 – Submission period

22 April 2024 – RLTP Hearings Subcommittee hearing of submissions

13 May 2024 – RLTP Hearings Subcommittee deliberations on submissions

Formal adoption of RLTP 2024: June - July 2024

21 June 2024 – RTC recommendation of adoption to WRC

25 July 2024 - WRC adoption of RLTP
